Fitting Tektro brakes

I've just bought a set of Tektro R538 deep-drop brakes for my winter frame, and am curious.

They are supplied with 2 serrated washers per caliper, on the bit (not sure of the technical term Embarassed ) that fits through the frame.

Are these necessary to the fit/function of the brakes? The Shimanos on my other bikes have a washer, but are they only needed if there's not enough clearance with the seatstays? There's no serrated surface to mate with the washer, so don't want cause any damage.

I had this problem with mine ans with no serrated surface it is a problem, I went to my locval bike shop who gave me a serrated washer, without it the break just moves around.
