Really? 4 th in line is wearing a hair net - pics of Dierick from that race show him without a hairnet plus he was riding for Rokado which wasn't an all white jersey.

Could it be Frans Verbeek? He wore an hairnet and rode for Watneys that wore white jersies, although the jersey in the pic doesn't look like a Watney one
