Yes. for LeMond to even get the ball rolling and get into the UCI, he'd have to be elected by USA Cycling to replace their current rep. Dont think that's an easy one, somehow.

If the objective is to remove McQuaid surely they should start by putting pressure on Cycling Ireland not to renominate him

Well after reading that bit and remembering back to all the past and present scandals in Irish business/politics (realy the same thing) I won't be holding my breath on Cycling Ireland not nominating him.

Change Cycling Now advocates the establishment of an independent commission to look into the UCI and its senior management. While one has been set up with a green light from the UCI, CCN lays out what it would wish to see under its own proposed system.

I think this new pressure group is a good thing. Some of the ideas may seem silly, but it may be putting pressure in the right places.
