Upgrading groupset - mix & match

I have an 08 or 09 Specialized Allez Elite,with full Tiagra groupset.

is there an issue with running, say, Sram cranks and brakes with shimano mechs and shifters?

In theory no problem at all. Only minor problem may be with the brakes as the levers and calipers may be designed to operated with different amounts of cable pull but it will not really matter. Basically, once you are used to the brake setup it will just feel normal to you anyway.

Looks like I might keep my cranks and switch to a WiFli setup (apex r.mech, wide 10sp block)
I know this will mean switching shifters too, will I need a sram f.mech? Or can the shimmy one work?
