Probably Tiagra, but I am not sure most amateurs would notice a great deal of difference.

i would take viagra personally.

i don't really think campag gets into it's stride until centaur. whereas viagra is every bit as good as 105.

just my personal opionion of course

Both will work perfectly well but you can probably surmise from my Avatar which I would (and previously have) chosen.

sorry Bianchi don't make groupsets, Campagnolo and Shimano do though

Quality! Viagra over Xenon any day. Viagra will enable you to keep up the power for longer!

Depends on the bike and EXACTLY what spec the groupset is, particually the crankset / BB.
Xenon is roughly equivelent to Shimano Sora.
Tiagra is roughly equivelent to Campag Mirage or maybe Veloce. mirage isnt generally available any more, and Tiagra is more expensive than Xenon.
But, lots of Bianchis have Xenon and FSA crankset / BB mix, which is (IMO) inferior.
But, Campag belongs on a Bianchi, it just does,
If you can afford Tiagra on a Bianchi, you can afford Veloce, then you get a full veloce groupset, not a mix.

Likes and dislikes of xenon vs tiagra ?
Tiagra has those indicator windows on the shifters !! WTH ....why do you need to see what gear you're in ? pointless IMO....and ugly.
Xenon, plastic...but functions flawlessly on my last two bikes with it, 9 and 10 speed.
Clear as mud eh ?

There's knack all difference between Veloce and Centaur aside from prettiness; the functionality is pretty much the same. Not sure how much better Veloce is to Xenon though.

Xenon and Mirage are the old shape pre-2009 levers.

They haven't been supplied by Campag as individual groups since then. Currently, off the shelf Campag (mechanical)starts at Veloce->Centaur->Athena->Chorus->Record->Super-Record and they're all the same new shape:

However, Campag still makes Xenon and Mirage available as OEM parts for Bianchi and Wilier.

Personally, I'll lean towards Campag rather than Shimano all the time. But between Xenon and Tiagra, I would think Tiagra is better speced (Xenon is Sora level). Saying that, I'd rather spend a little more and get a Veloce Bianchi!

Veloce and Centaur are near identical - the differences are that Centaur has carbon fibre options (carbon skinned alu levers and full carbon cranks) and optional red anodized parts. Also, the Centaur brakes use cartridge pads whereas Veloce has complete blocks.

if you need to stop suddenly on your commute then knowing what gear you're in (or not) is helpful when setting off again...for me anyway. Just means I'm not gonna get a suprise because I forgot to shift down before stopping and so on

Yes - looks it. They must have changed it recently. Sorry for the mis-information.

TBF, that is true....it happened to me once.....in twenty years of commuting :D . Sorry, just having fun
It's a personal thing, no more, I just don't see the point or like the look, they didn't ask me when they designed them...and nor should they have.
Can you tell I'm a campagnolo man
On the subject of xenon vs veloce,, TBF, there's not a whole lot of difference in day to day use. Veloce shifts more precisely, but i was more than happy with xenon when I had it ( just remembered, I still have on the old bianchi)

Fair enough :) I'd have been happy enough without the indicators as I'd soon get used to it...in fact I would have had the xenon bianchi if Evans hadn't sold it after I put my deposit down

But I ended up with the best of both worlds as far as Bianchi obsessives go. A non celeste one with shimano group set. What's not to like?
